Trigger Conditions

2.1. Customer adds self to activity/event waitlist via web form, app, or booking system.
2.2. Reserved slot becomes available due to cancellation, reschedule, or overbooking fix.
2.3. Administrator releases new capacity, triggers run to fill open slots from waitlist.
2.4. Customer responds within defined window; otherwise, next on waitlist is notified.
