Automated license status checks for all outlets

Purpose

1.1. Ensure every outlet within the state-controlled alcohol retail network maintains an active, compliant license by performing routine, automated status validations.
1.2. Minimize risk of operational non-compliance, business disruption, or regulatory penalties due to expired or revoked licenses.
1.3. Centrally collect, verify, and document outlet license status to provide audit-ready records and facilitate government oversight.
1.4. Automatically notify relevant stakeholders if a license approaches expiration, is suspended, or requires renewal procedures.
