Onboarding compliance checks

Purpose

1.1. Automate onboarding compliance checks to ensure new legal staff adhere to all administrative, legal, and regulatory standards, integrate with HR, legal databases, and industry watchlists, validate credentials, verify licensure, trigger mandatory training, and monitor onboarding workflow status across regulatory checkpoints for Administrative Law practices.
