Digital issuance of tickets and citations

Purpose

1. Automate digital issuance of tickets and citations for animal control violations, enabling field officers to generate, deliver, and record infraction notices efficiently and securely.

Trigger Conditions

1. Field officer submits observed animal control violation via a mobile form/app.

2. System receives input of violation details, including location, offense type, and optionally, uploaded images.

3. Officer completes and submits record for issuance; can also be triggered by supervisor review/compliance check.

4. Database detects noncompliance on scheduled follow-up, triggering citation workflow.
