Automated training assignment and certification tracking

Purpose

1.1. Automate the assignment of mandatory, role-based, and periodic training to Air Force base personnel.
1.2. Track completion of training, certification renewals, and compliance deadlines for regulatory and operational requirements.
1.3. Synchronize training records with HR databases and flag overdue/expiring certifications for supervisory action.
