Birthday and work anniversary notifications

Purpose

Trigger Conditions

2.1. Staff member's date of birth or work start date matches the current day.
2.2. New staff data entry or update containing birthday or work anniversary information.
2.3. Scheduled daily trigger at a predefined time (e.g., 9:00 AM local).
2.4. Manual override for ad-hoc (belated) notifications.
