Escalation workflows for overdue or high-priority cases

Purpose

1.1. Automate escalation workflows to ensure timely attention, resolution, and compliance for overdue or high-priority legal cases within a Legal Affairs Bureau.

Trigger Conditions

2.1. Case status moves to "Overdue."
2.2. Case flagged manually as "High Priority."
2.3. No activity or updates within pre-set SLA timeframes (e.g., 24, 48, 72 hours).
2.4. Deadline fields ("Due Date", "Review Date") pass the current date without resolution.
2.5. Explicit supervisor or automated system flag for urgent/legal escalation.
